The next few years can be framed as:
Phase 1: Domestic digital identity buildout: National trust frameworks mature (the UK’s Digital Identity and Attributes Trust Framework is one example).
Phase 2: Cross-border experimentation: pilots prove what works between systems
Phase 3: Mutual recognition ecosystems: Agreements, standards, and legal clarity unlock scale.
The transition from Phase 1 to Phase 2 is now underway.
The real question is not whether interoperability will matter. It is who will shape the standards, recognition routes, and operating rules that make it workable.
